VISIT VISA HOLDERS OF INDIA, PAKISTAN, SRILANKA, NIGERIA, NEPAL PASSPORTS CAN ENTER TO UAE IF THEY BEEN ON OTHER NON RED LIST COUNTRIES MORE THAN 14 DAYS
Dubai: On 22 August 2021, all medias reported "that Passengers carrying passports of India, Nepal, Nigeria, Pakistan, Sri Lanka or Uganda with tourist visas can be accepted if they have not entered or been in those countries in the last 14 days." However these procedures are not a latest news since long time residence & visit visa holders are still coming to UAE from other countries like Armenia, Qatar, Maldives etc.

Some of the news reported that GDRFA approval is required. But so far AV Travels still bringing people everyday from other countries, none of the immigration asked for GDRFA approval for visit visa holders. Only requirement they're asking is RT-PCR report and Return Ticket.

On 19th August 2021, Emirates airlines customer support informed to all passengers that "New Residence Entry Permits/Dubai residence e-visa holders are exempted from GDRFA approval from India." according to their direction so many of passengers preponed their bookings for recent days. On 20th August 2021 customer care support were giving mismatched information's. However to figure out the facts AV Tours & Travels made a test travel for passengers on 20th and 21st August 2021. The feedback from airlines was "It is true that Entry Permits/Dubai residence e-visa holders are excepted from GDRFA but since travel guidelines are not updated in our website we cannot let you on board". If that's the case they why the airlines provide wrong guidance to the passengers are still a question mark. AV Travels wanted to inform to all passengers is, kindly wait for the official written criteria in any of the airlines travel update. Do not take any action according to customer care feedback.

However passengers are hoping NCEMA UAE Government media briefing on 22/08/2021 will give much clarity on Visit Visa entry & Entry Permit.

On 11th August 2021, all airlines stopped entering residence e-visa holders to UAE. The feedback from airlines was, all passengers of e-visa holders should take GDRFA approval. However since there's no option for registration for e-visa, people got confused also lots of students got stuck. On 16th August 2021 UAE media Khaleej Times also raised the concern. However today lots of emirates airlines passengers got positive response from Emirates Airlines customer support saying "New Residence Entry Permits/Dubai residence e-visa holders are exempted from GDRFA approval from India." However before travel you should make sure the same information has been updated on the airlines website. If not they'll not board you since they are not updated.
Conditions:
However all passengers must have within 48 hours PCR test result considering the time of sample collection and till flight departure. The PCR result should be from certified labs that issue a QR code linked to the report will be accepted. Passengers should take RAPID PCR at the departure airport within 6 hours prior to departure. (Rapid Antigen will not be accepted) Passengers must complete a PCR Test on arrival in Dubai.
Anyways now every passengers are waiting for the confirmation and procedures of Visit Visa. However NCEMA UAE Government media briefing postponed to 22/08/2021. Everyone is hoping a positive response in this matter.

Residence Visa Holders Only (Vaccinated can Apply). Conditions: Valid Visa with GDRFA Approval. Travelling from Red list countries should take within 48 hours PCR also Rapid PCR 4 hours prior. (Make sure departure airport have RAPID PCR test facility.)

Non Vaccinated: Dubai allows non vaccinated people as well only for below criteria passengers.

Medical personnel working in the country including doctors, nurses, technicians (vaccinated and non-vaccinated).

Those working in the educational sector who teach in universities, colleges, schools and institute (vaccinated and non-vaccinated).

Please note all Dubai visa holders should check their validity with the above link. Currently only Dubai visa holders can enter through Dubai Airport. However Dubai Visa holders can enter to Sharjah with GDRFA Approval. Also those who check visa validity with ICA portal might not be able to find out your extension of Dubai.

Important Points: Whether your vaccination is taken from outside country still you need to upload the vaccination certificate. Otherwise application may reject. After rejection of your application you have to wait for 5 days for resubmission. If you're not familiar to apply, it is better you contact any travel agency or contact info@avtravels.ae

For the approval of GDRFA you don't need to take PCR or book your ticket. Just upload your Emirates ID, Visa Page, Passport Copy and Vaccination. The GDRFA approval is valid for 30 days. You can travel any day within that period.
​
E-Visa / Entry Permit: Residence E-Visa permit permit holders are restricted for further notice. Since there's no official declaration we will share our experience with you. On 11 August 2021 we had 4 passengers from India to Dubai. Two passengers from Delhi and two passengers from Bombay. Morning 9.00am passengers from Delhi with E-visa residence boarded and landed in Dubai. However passengers from Bombay couldn't board because airlines said there's a new rule all e-visa holders can travel with GDRFA approval. However, there's no option for e-visa holders to register with GDRFA but we believe they are working on something regarding this. So the people with e-visa should have to wait until further notice.

Visit Visa's: Yes, visit visa's are open for Dubai, You can apply for visa now. But the travel protocol are not yet officially updated. How ever it is better to wait until further notice from air lines before booking tickets.
​
Travelers who stay outside country more than 180 days: If you're out of UAE more than 180 days and your visa is still valid, you can still arrive in Dubai if you have GDRFA Approval.
​
Travelers from Maldives or Qatar to Dubai: Some of the travelers from India via Qatar are trying to reach Dubai after 10 days quarantine of Discover Qatar can travel if they have taken RAPID PCR. However Qatar & Maldives have RAPID ANTIGEN but doesn't have RAPID PCR at airport so far. Those passengers can travel to UAE after 15 days stay in Qatar or Maldives.

Abu Dhabi:
Residence visa holders who have valid visa whether vaccinated or non vaccinated can enter to Abu Dhabi effective from 15 August 2021. However if vaccinated 7 days quarantine, if non vaccinated then 10 days quarantine period. Below are the process you need to do.
1. Check your entry status - If green you can enter if red then you cannot enter. In case of Red, and you have a valid residence visa, then register arrival request through ICA UAE app after verification they might give you permission and the it might change to green for arrival. Also make sure you take screen shot for the same also print out of the same.

2. Download the app ICA UAE in your mobile using play store. Please note those who download the app before 15th August then please update the app again in order to receive the updated version.

Please note as per the new update in Register Arrival portal, PCR Test Date is not mandatory. The same application can be used for different categories.

Passengers Vaccinated from UAE: If they have green then they can book the ticket right away. After receiving 48 hours PCR result you can upload all documents and send. Once you have done that, you will receive QR code in your email instantly. Kindly keep a print out of the same. You can now travel without any issues. (7 Days Quarantine)

Passengers Vaccinated outside UAE: First make sure your vaccination in your country that you have taken is approved by UAE. Approved Vaccinations are 1. Sinopharm Vaccine, 2. Pfizer?BioNTech, 3. Sputnik Vaccine, 4. OxfordUni? AstraZeneca (Covishield), 5. Janssen (Johnson and Johnson), 6. Moderna, 7. Jamalika (Sputnik V) Vaccine.

If approved you can do arrival registration with an expected (approximate date), please note with the new application update it is not mandatory for you to upload PCR result for registration. Also please note as per ICA the average time of completing and reviewing application by the Medical Committee is maximum of 5 working days. It is better for vaccinated outside country passengers will register with the App, 7 days prior departure. You'll also receive the QR code and can enter safely. (10 Days Quarantine).

Passengers Not Vaccinated: You will have the same procedures of Vaccinated Passengers but will have quarantine in Abu Dhabi for 10 Days.
​
Visit Visa's: According to NCEMA, visit visa holders can travel to Abu Dhabi with ICA Approval. However will have to wait until getting further notice from Civil Aviation Authority or any Abu Dhabi air lines.
​
Please note those who are coming from Red list countries should take within 48 hours of PCR and within 4 hours of departure RAPID PCR. This rule is applicable for all emirates. The 48 hours will be calculated from time of sample collection.

Sharjah:
​
The rule of Sharjah is as same as Dubai & Abu Dhabi. Passenger of Dubai can follow Dubai GDRFA protocols and enter in Sharjah. Passengers of other emirates can enter with ICA protocols.

With effective from 20 August 2021, all individuals living in or travelling to Abu Dhabi shout take a booster shot of vaccination if their 2nd dose passed 6 months period. All vaccinated people 2nd dose is prior 6 months the Alhosn app will be shown as invalid. However a fully vaccinated person can get a green status on the app for 30 days after getting a negative PCR test result. It means those who are taken 2nd dose before February must get a booster shot soon. However this rule doesn't apply to those who have received an exemption from Vaccine Requirements. The Abu Dhabi Emergency, Crisis and Disasters Committee on Saturday approved these entry rules, which are to be followed by fully vaccinated citizens, residents, tourists and visitors in the emirate.

As per the new update by NCEMA visit visa holders can now travel to Abu Dhabi emirate effective from 15 August 2021. However those who are coming from non green list countries, all vaccinated passengers will have a PCR test on-arrival also 7 days mandatory quarantine required either home or institutional quarantine also 6th day PCR. For those who are not vaccinated will have a PCR test on-arrival also 10 days quarantine period and PCR test on 9th day.

Dubai has revised relaxation norms for passengers coming from India. NCEMA UAE (National Emergency Crisis and Disaster Management Authority) already declared relaxation on visit visa holders from 15 August through twitter on 10 August. Following that emirates airlines updated that dubai is opening for tourist visa holders soon. However the new quarantine protocol for vaccinated and non vaccinated protocols are not updated yet. Since dubai visit visas are only open for passengers to UAE from red list countries. People are hoping that they can take visit visa and come to Dubai Airport through Emirates Airlines.

Following of revised relaxation norms, on 11 August dubai residence expired visa holders got extension until visa extensions until December 9, 2021. Dubai visa holders can check the validity through GDRFA portal (https://amer.gdrfad.gov.ae/visa-inquiry) however those who are checking through ICA portal are still showing no extension for their visas. In this situation all Dubai visa extension holders should travel through dubai airport only. Those who are cancelled visa officially after expiry through company doesn't get any extension so far. Other emirate visa holders are also expecting visa extension anytime before 15 August. Extended visa holders entry protocols are not yet given by the authorities but it is believed that they can register through GDRFA after 15 August and enter to Dubai safely.

Traveler's from UAE are desperately booking tickets from Sri Lanka , Pakistan and other countries are not able to travel also they are loosing money because of no RAPID PCR facility at the airport. However still airlines are providing tickets for booking even if there's no facility. None of the Airports in Sri Lanka does not had a rapid PCR [machine] in the country, they only have MOH approved PCR and a rapid antigen test. However authorities are working desperately to bring the facility. As a result MOH issued a circular on 9 August with list of available Rapid PCR testing centers available in AirPort.
MINISTRY OF HEALTH SRILANKA
Sialkot International Airport in pakistan has become Pakistan’s first airport to have a rapid (PCR) testing facility. However some of the Indian Airports like Mangalore, Goa etc still doesn't have Rapid Facility but people still travel through domestic flights via Bombay, Delhi, Cochin etc to Dubai.

Ans. Yes, you can apply for visit visa now. Reason: Short term or long term visa have validity of 60 Days. You can travel to UAE within 60 Days after issuing Visa.

Ans. No, However to travel to UAE before booking tickets need official approval from any Civil Aviation Authority or any airlines.

3. Is it okay if I register now in ICA?
Ans. No, You can only register from 15th August onwards as per NCEMA.

4. My Visit visa expired, can I get any extension on it?
Ans. No, You have to apply for new visit visa then.

Ans. No need, after expiry it will automatically cancelled status (Cancelled Before Entry)

6. My residence visa expired how can I come to UAE?
Ans. Check in the E-Channel (ICA/GDRFA) status. If your residence visa is Dubai visa kindly check the status on https://amer.gdrfad.gov.ae/visa-inquiry some of the expired visas are extended till 09-December 2021. You can either contact any typing center or travel agency assistance for that.
Other expired visas If it is showing Active with date of expiry before till date, then contact your company PRO and cancel it officially. If it is showing Cancelled then you can apply for Visit Visa.

When you arrive in Abu Dhabi, you will be required to quarantine for 10 days and wear a medically approved wristband for the duration of your quarantine – this will be provided by the authorities at Abu Dhabi airport after you clear immigration. UAE will ease restrictions placed on inbound travelers from six countries, the National Emergency Crisis and Disasters Management Authority (NCEMA) said Tuesday. Fully vaccinated residence visa holders from India, Pakistan, Sri Lanka, Nepal, Nigeria and Uganda can return to the UAE.
HOW TO TRAVEL?
STEP - 1

Check your residence visa, if it is issued from Dubai, Sharjah or Abu Dhabi.

STEP - 2
​
Check your Vaccination Certificate.
Valid residency visas who have received both doses of a Covid-19 vaccine. They must have received the second vaccine dose at least 14 days prior to travel and hold a certificate that proves this.

STEP - 3
Once you receive approval from GDRFA\ICA then you can book the ticket from India or any approved countries to UAE.

STEP - 4
Before Flight you should take 48 hours prior PCR Test. Once the result came with QR code then you have to Register arrival in portal. It is applicable for any emirates visa holders. This process is basically informing the immigration that you're coming to the country directly also while registering you have to provide your address in UAE. (Please note it is not a pre-approval it is as same like Air Suvdha in India.)

3. Professors or Teachers who teaches in Universities, Colleges, Schools or Institutions in the UAE (Should be mentioned in Visa Page) can travel with or without Vaccination.

4. Valid Visa holders can travel on humanitarian grounds (Criteria basis like family reunion etc. Can also travel with or without Vaccination.

5. Local and Federal Government staff/employees can also travel with or without Vaccination.
